I got the potion up to 100% pretty quickly (maybe 7 or 8 cycles) which obviously made my circlet +30%, but then it just stopped. The next potion was +104% but the circlet stayed at +30. The following potion was +106% but the circlet wouldn't budge, then my potion strength actually started decreasing back to +100.The Fortify Restoration loop is fixed by the Unofficial Patch, however the fact that you're able to use it to hit a cap means that isn't your problem..
