The top screw is the throtlle stop screw, just make sure it is not a problem with the control links when in neutral the lever should sit against the lower ...

Well I just checked the timing on my johnson 140 and in forward idle it’s supposed to be 4-6 degrees “throttle pickup”. I was at 16!! It was warmed up and in a tub of water. When I moved the timer base rubber stop forward till it hit, I was getting 4 degrees.

Mine idles at 1800rpm on muffs and about 900 in the water. Idle speed is increased and decreased by adjusting the timing screw. It should be identified in the manual. Turning it counter clockwise should increase the idle rpm's. 600 rpm is very low and stall is not surprising. ... It is a long screw with a rubber cap, starboard side, behind the top end of the vertical throttle lever. Spec is 28 degrees at full advance @ 4500 RPM in gear, on the boat on the lake. I'll post up any results.To set the timing on that engine, have the s/plugs out, and have the throttle at full, set that timer base under the flywheel tight against the rubber stop on the end of the full spark timer advance stop screw (wire it against that stop if necessary). Rig up a spark tester on the #1 cylinder plug wire.
