Blacksmith's Benches are like the Carpenter’s (with the Aesir Bench being a reskin of the basic bench). Armorer's Benches are like the Carpenter’s, except they both have 3 times the hold of the basic bench. Improved armor bench makes padding, which the Garrison doesn't, weirdly. So you can't do without the improved bench, but you can do without the Garrison you just pay a bit more in materials. Go with improved.
