I don’t think they ever updated the map with the mechanics from GS, so the tiles never flood even though they’re floodplains, hence no need to build a dam. The same river has to occupy at least 3 sides of the tile, so if the top branch is not the river that continues downstream, it won't count since one river is on 1 side and another river is on 2 sides. Anyway you don't set plots manually, I think it's the "2 edges adjacent to river" and "that river has an ID" that determine if a dam can be placed on a plot.
