Changing the Dino-Levelups is only possible if you also change the Player Levelups, even if you don't want to change the Player Levels. I'm currently having a weird issue on my own server (bought at nitrado) that I can't level up dino's. I am able to level them up a few levels before the xp bar gets stuck at the end. To increase dino level cap you also have to increase player level cap because the config for it is the same name but placed on after another in the config. I don't have the time to explain the exact details but I'm guessing you are trying this and instead altering player levels because you might not have known.
